China–U.S. Shipping Update: Vessel Fees, Holiday Surcharges and Importer Cash Flow

Reviewed . Includes an October 6 refund-processing preview based on an earlier CBP court filing.

Q4 shipping budgets need to cover more than the ocean rate. This week’s review focuses on vessel-fee uncertainty, U.S. holiday delivery charges and an upcoming tariff-refund milestone. For U.S. importers, Amazon sellers and DTC brands, the practical goal is to confirm what applies to the shipment being booked—and keep possible savings separate from money already available.

1. Section 301 Vessel Fees: Keep the Published Deadline in Your Planning

The USTR notice reviewed for this update suspends the maritime measures through 11:59 p.m. EST on November 9, 2026. Industry reports describe a potential extension associated with the broader U.S.–China trade arrangements through January 10, 2027. We have not verified a subsequent USTR implementing notice that changes the vessel-fee deadline.

For November arrivals, do not budget on the assumption that the fees have been permanently canceled or formally postponed to January. Ask your ocean carrier or forwarder whether the quote includes any applicable vessel-related surcharge, what could trigger an adjustment and how long the price remains valid.

Vessel-related charges and product-level Section 301 duties are separate cost categories. A change to one should not be treated as a change to the other.

2. Holiday Delivery Surcharges: Check the Package and the Shipping Date

UPS and FedEx holiday charges now affect certain packages. The figures below are published demand additions for qualifying U.S. domestic packages, not total shipping prices. Package criteria, account terms and other applicable charges still matter.

Carrier and qualifying charge Current demand window Added charge per package
UPS Additional Handling Sep 27–Nov 21, 2026 $8.75
UPS Large Package Sep 27–Nov 21, 2026 $96.25
FedEx Demand Additional Handling Sep 28–Nov 22, 2026 $8.80
FedEx Demand Oversize Sep 28–Nov 22, 2026 $95.75

USPS’s temporary holiday prices begin October 4. Its official price-change page lists the final 2026 files. The increase depends on service, weight, zone and retail or commercial pricing; it is not a single flat fee for every package.

For DTC and seller-fulfilled orders, ask the U.S. warehouse to reprice the packed SKU against its delivery profile. For imported cartons delivered by parcel carrier, confirm whether demand charges are included in the last-mile quote. Compare commercial and residential delivery using the same destination and handling requirements.

3. October 6 Preview: CAPE Phase 3 Has Specific Eligibility Conditions

In a September 15 court declaration, CBP scheduled CAPE Phase 3 for October 6, 2026. The declaration covers finally liquidated entries filed by plaintiffs for which the court has ordered reliquidation. Plaintiffs who supplied a valid Importer of Record number by July 30 could begin filing on the scheduled date; later submissions would receive additional instructions.

This is a forthcoming processing milestone as of our October 5 review. It is not confirmation that every importer can claim a refund or that payment will arrive immediately.

The same declaration reported 20,184 refunds totaling approximately $1.3 billion that had not been transmitted to Treasury because ACH account information was missing. Those figures are a September 11 snapshot, not a current balance.

4. Suez Returns: Watch Fleet Deployment Before Predicting U.S. Rate Relief

Linerlytica’s September 29 update reported that more than 140 containerships, with combined capacity above 2 million TEU, had returned to the Suez route since May. It also described an October 4 westbound passage planned for OOCL SPAIN. That report establishes a scheduled movement, not confirmation that the passage was completed.

Use the development as a question for 2027 contract discussions: which services will change, when will the changes take effect, and what capacity will actually be available on your U.S. lane?

5. North American Trade Watch: Product-Level Restrictions Matter

A White House proclamation places specified Canadian products covered by its annex under an import prohibition effective September 29, 2026, subject to its exceptions. This is a product-specific restriction, not a ban on all Canadian goods.

Brands operating across the United States and Canada should check the actual product, origin and applicable HTS provisions. This action does not establish a new duty rate for China-origin goods, nor does it prove that transpacific freight rates will rise.

Three Checks Before Your Next Booking

  1. Price: Confirm quote validity and any vessel-related or last-mile demand charge adjustments.
  2. Delivery: Use packed dimensions, weight, ZIP code and handling requirements to compare the full route.
  3. Cash flow: Keep prospective refunds separate from operating cash until eligibility and payment status are confirmed.

Amazon inbound requirements and U.S. parcel delivery charges affect different parts of the inventory cycle. Review each against the shipment’s final destination and selling channel.

Frequently Asked Questions

Are vessel fees officially suspended until January 10, 2027?

The implementing notice reviewed here sets November 9, 2026 as the end of the suspension. We have not verified a later USTR notice changing it. Recheck the official position before booking affected arrivals.

Are parcel demand surcharges included in a DDP quote?

Check the quotation. Ask which delivery service is included and how seasonal additions or package reclassification would be handled. An inbound DDP quote does not automatically include future consumer-order fulfillment from a U.S. warehouse.

Does the October 6 CAPE milestone guarantee a refund?

No. Participation depends on the applicable court orders and importer eligibility. Filing acceptance and payment are separate steps.

Will a return to Suez lower my China-to-USA shipping cost?

It may affect global fleet utilization, but your price depends on the U.S. service and shipment. Compare current lane-specific quotes rather than assuming an automatic reduction.
